"Recovery of birthrate" & "Revised foreign residency rule"
What is the worst threat Japan faces up? Even though all of China, North Korea and South Korea are serious threat for Japan, none of them are the "worst."
Needless to say, the worst threat Japan must tackle with is "aging and shrinking population." For the sake of sustainability of Japan, it is "must" to halt this demographic change.
For example, Japan needs an easy society for child bearing and caring, ref.(>"Plans for a sustainable society")
It is, at least, not a bad news that the birthrate a little bit recovered in 2008, ref.(>"Raising the birthrate"

Anyway, it is norm that legal structure makes follow-up and ratify social changes such as family, gender equality, racial diversification and so on.
When it comes to demographic changes, laws and regulations are changing in order to chase actual changes and reality of the society.

Anyway, how about Koreans who have special permission to stay in Japan eternally? They demands voting right in Japan's local elections.
